Certification of imported products
and import permits
Certification of imported products is a condition of release for most consumer and industrial goods. We determine whether an EAEU declaration of conformity or a TR CU certificate is needed, obtain it through accredited bodies and do it in parallel with transport so the cargo does not wait for papers at the warehouse.
Customs checks permits against the register on the DT filing date: a suspended or terminated document will block release.

Requirements analysis
From the HS code and description we identify applicable regulations, the conformity form (declaration or certificate), the scheme, and whether SGR, notification or marking are needed.

Documents and marking
We collect technical documents and applicant data and check the marking against the regulation (including the EAC mark and Russian-language information).

Testing
We arrange sampling and testing in an accredited laboratory; for a batch certificate samples are taken from the imported batch, for serial certification with a production assessment.

Registration
We register the declaration or obtain the certificate from the certification body, and the record goes into the unified register; notifications are entered into the EAEU register.

We pass the document details to the declarant for the DT, check its status in the register on the filing date and keep copies for post-release audits.

Problems
The declaration of conformity was based on test reports from a dubious laboratory and is terminated — the shipment at the warehouse cannot be released.
We work only with accredited bodies and laboratories, check their register status and never use 'documents without testing'.
Smartphones, routers or Wi-Fi/Bluetooth modules arrive without an FSB notification — customs refuses release.
We check the register for a notification on the model before shipment; if missing, we request data from the manufacturer and register it in advance.
Packaging marking does not meet the regulation: no EAC mark, no Russian-language information or manufacturer details.
We agree the marking layout with the supplier before production; if the shipment is already en route, we arrange relabelling at a warehouse.

What is needed to obtain permits. Only an entity registered in the EAEU can be the applicant under EAEU TR, so under any delivery term this is the importer's task.

FAQ
The technical regulation for the specific product decides: higher-risk products need certification, the rest a declaration of conformity. We select the form and scheme by HS code, purpose and specifications.
The manufacturer or its authorised representative, or an importer, registered in the EAEU. A Chinese supplier without an EAEU presence cannot apply itself, so the document is usually issued to the Russian importer.
It is the registration of data on a product with encryption functions in the unified EAEU register. It applies to smartphones, laptops, routers, Wi-Fi and Bluetooth modules and similar equipment; without it or another permit customs will not release the goods. We check the register by model before shipment.
A declaration of conformity with testing usually takes from a few days to a couple of weeks, a batch certificate is similar, and a serial certificate with production assessment or an SGR takes longer. So we start in parallel with the supplier order.
A refusal letter is a certification body's explanation that the product is not subject to mandatory conformity assessment; it is not a document customs is obliged to accept. It helps in discussions with the inspector, but the decision rests on the HS code and the regulations.
The DT lists the details of documents proving compliance with bans, restrictions and EAEU TR: declarations and certificates of conformity, SGR, notifications, licences, veterinary and phytosanitary certificates. Customs checks them against the registers on the filing date.
