Declaring marked goods differs from ordinary clearance in one critical point: the declaration must carry the marking codes, and they must agree with the goods, the product cards and Chestny ZNAK. We prepare the code register, enter it into the declaration, lodge it and check that the codes go into circulation after release.
If goods arrive unmarked, they can be marked at a temporary storage or customs warehouse before the declaration is lodged — slower and more expensive, but legal. Unmarked goods from the list cannot be released.

Pre-check
We confirm the goods are on the mandatory marking list, the HS code in the National Catalogue cards matches the declaration classification, and the codes belong to the importer and are applied.

Register and ATK
We take the code register by package; for large volumes we create an aggregated customs code (ATK) in GIS MT so the declaration carries one code per group of goods.

Preparing the declaration
We complete the declaration, enter the identification-means data for each item and match the number of codes with the quantity of goods.

Lodging and release
We lodge the declaration, pay duties and taxes, answer customs queries and attend inspection if ordered, including checks of codes on the goods.

After release we check that customs has passed the data to GIS MT and the codes show «in circulation»; if not, we sort it out with the importer before goods go to buyers.

The HS code in the product card differs from the one in the declaration — release is held while the importer fixes the cards.

Yes, for goods on the mandatory marking list the identification-means data in the declaration is required. Without it customs will not release the goods for home use. You can state unit codes or aggregated customs codes (ATK).
An ATK is an aggregated customs code created in GIS MT that groups the marking codes of a set of goods. Instead of thousands of unit codes the declaration carries a few ATKs. This shrinks the declaration and cuts input errors.
Release is delayed until the discrepancy is fixed, and in the worst case refused. Typical causes are codes owned by someone else, a missing application report, or mismatched quantities or HS codes. That is why we check code statuses before lodging.
Yes, before release — at a temporary storage or customs warehouse under customs control. It is legal but takes time for unpacking and warehouse work while the container or cargo waits. Applying codes before shipment is cheaper.
