A special permit for an oversize load is required when the loaded vehicle exceeds the permitted dimensions, weight or axle load — as set by Article 31 of Federal Law No. 257-FZ on Roads. Vehicle parameters
We select the vehicle combination for the cargo and calculate loaded dimensions, gross weight and load per axle. We compare them with the limits to see which permit is needed — oversize, heavy or both.

Route and application
We lay out the route around bridge, overpass and power-line limits, after a route survey if needed. The application goes via the FKU Rosdormonitoring portal or to the regional authority, depending on whose roads the route uses.

Approvals
The application is approved by the road owners along the route and, for oversize vehicles, by the traffic police. In parallel we obtain RZD approval for level crossings and power-line owners' consent. We answer queries and resolve comments.

Payment and issue
For a heavy vehicle the road-damage compensation is paid, after which the permit is issued with the route, validity and movement conditions: time, speed, escort.

Escorted move
We run the move under the permit conditions: pilot car or traffic-police escort, wire lifting and sign removal at tight spots, movement within the permitted hours.

FAQ
When the loaded vehicle exceeds the permitted dimensions, gross weight or axle load set by the Rules for the Carriage of Goods by Road. Dimension benchmarks: 2.55 m wide, 4 m high, 20 m long for a road train. Without a permit such movement is prohibited by Article 31 of Law No. 257-FZ.
It depends on the roads on the route. If it uses federal roads or crosses several regions, Rosavtodor issues the permit via FKU Rosdormonitoring; if only regional roads of one region — the regional authority; local roads — the municipality. Applications can be filed electronically.
Typically two to four weeks; the exact time depends on how many road owners must approve and how complex the route is. If bridges need assessment or reinforcement, it takes longer. That is why we file early, in parallel with delivering the cargo to port.
Yes, a heavy vehicle pays compensation for road damage; the amount depends on the overload and route length. A vehicle that is only oversize, without exceeding weight or axle limits, does not pay it. We calculate the amount before filing.
Yes. Under the permit conditions we provide a pilot car and, for larger dimensions, traffic-police escort. We also arrange wire lifting and sign removal at tight spots together with their owners.
It is an administrative offence under Article 12.21.1 of the Russian Code of Administrative Offences: fines apply to the driver, the responsible official and the company, and the vehicle may be held until the violation is cleared. Automatic weigh-in-motion stations also record overloads. Downtime and fines usually cost more than the permit.
